Until recently, interest in government for ICT has been focused at the national level. Today, the importance of using ICT to support and drive change in local and regional governments, particularly in cities, is becoming well recognized. Local governments find themselves at the sharp end of public service delivery—at the last mile and with the greatest responsibility to ensure that no citizen is left behind or overlooked in the race to keep up with central mandates and local expectations. They often have to achieve this task while working within the constraints of budgets and the influence of regional and national authorities. In addition, a local government cannot segment its client base and choose to work only with those that can use technology and self-service channels, whereas private sector companies can use these techniques to reduce costs and focus resources.
XOKA-CSP is a solution framework to apply process management in egovernment with the capabilities of two-way interaction between government and citizens. CSP is designed based on Service Oriented Architecture (SOA). It uses XML schemes for data modeling and transferring, and SOAP for data exchanges.
